The tool you want is almost certainly dscl. On macOS User Groups
It doesn't show any of the "real" users, just the system-ish ones. Works on my Lion install; what OS are you seeing it fail with? I figured it out. I didn't realize there were several different ways that osx can authenticate. If you do not have dscacheutil, you can use the manual commands: For list of users: Split it out by lines Split out each line based on ": I'll keep this open in case there's a better way.

The file is probably only there for legacy reasons. The command dscacheutil -q group will output all groups with their name, ID numbers, and list of members. Be warned, when I say it will output all the groups, I mean all the groups, including built-in system ones mortals were never meant to see.
I'm just saying, don't freak out there are so many groups for a single-user system. Any user account can be a member of multiple groups.
